Despite acknowledging that the move would lead to an increase in the 500 million to one billion birds that die each year in the United States due to human activity, the Trump administration on Friday published a proposed industry-friendly relaxation of a century-old treaty that protects more than 1,000 avian species.
<p>As part of the administration's race to rush through as many <a href="https://www.commondreams.org/news/2020/10/17/critics-say-deregulatory-rush-shows-even-if-defeated-trump-white-house-willing" target="_blank">regulatory rollbacks</a> as possible before President-elect Joe Biden enters office on January 20, the U.S. Department of the Interior released an <a href="https://cdxnodengn.epa.gov/cdx-enepa-II/public/action/eis/details?eisId=314796" target="_blank">analysis</a> that sets the stage for modification of the U.S. Fish and Wildlife Service's interpretation of the 1918 Migratory Bird Treaty Act (MBTA).</p><p>One of the nation's oldest <a href="https://www.ecowatch.com/tag/wildlife">wildlife</a> protection laws, the MBTA saves the lives of millions of birds each year and, <a href="https://www.nrdc.org/protect-migratory-bird-treaty-act" target="_blank">according to</a> the Natural Resources Defense Council, "is credited with rescuing the snowy egret, wood duck, and sandhill crane from extinction."</p><p>The proposed rule shift would let energy, construction, and land development companies off the hook for "incidentally" killing birds, even though the Interior Department's analysis concludes that "increased bird mortality" will "likely result" from the change. </p>
<div id="9a9a2" class="rm-shortcode" data-rm-shortcode-id="7590e6f05b37dd0a4b9418801291fd87"><blockquote class="twitter-tweet twitter-custom-tweet" data-twitter-tweet-id="1332369258869895168" data-partner="rebelmouse"><div style="margin:1em 0">Breaking news! 🚨 “This is another step by the #USFWS to jam through a rule to cement an interpretation of the… https://t.co/NDzj3q6vmb</div> — Defenders of Wildlife (@Defenders of Wildlife)<a href="https://twitter.com/Defenders/statuses/1332369258869895168">1606496560.0</a></blockquote></div><p>Under the MBTA, ExxonMobil was compelled to pay <a href="https://www.justice.gov/archive/opa/pr/2006/June/06_enrd_341.html" target="_blank">$125 million</a> in criminal penalties after the 1989 Exxon Valdez disaster in Alaska and BP was <a href="https://www.fws.gov/news/ShowNews.cfm?ID=FC61EB52-BF8A-45AA-C04D802711C4EF55" target="_blank">fined $100 million</a> following the 2010 Deepwater Horizon explosion and spill that leaked over 200 million gallons of oil into the Gulf of Mexico, killing an estimated 100,000 sea birds.</p><p>It is precisely such penalties that corporate bird-killers are seeking to dodge in the future through the proposed rule change, which Trump administration officials including Daniel Jorjani, a former <a href="https://www.ecowatch.com/tag/koch-brothers">Koch brothers</a> adviser who is now the head lawyer at the Interior Department, have pushed for years.</p><p>During his 2019 Senate confirmation hearing, Jorjani <a href="https://www.hcn.org/articles/climate-desk-interior-attorney-gave-false-information-to-congress-about-contact-with-koch-foundation" target="_blank">lied</a> to Sen. Angus King (I-Maine) about whether he had been in recent contact with the Koch brothers or any of their business interests. Before joining the government, Jorjani was formerly a highly paid <a href="https://biologicaldiversity.org/w/news/press-releases/senate-confirms-former-koch-crony-as-interior-departments-top-lawyer-2019-09-24/" target="_blank" rel="noopener noreferrer">operative</a> at several organizations linked to the brothers and their fossil fuel empire. </p><p>Brett Hartl, government affairs director at the Center for Biological Diversity, <a href="https://biologicaldiversity.org/w/news/press-releases/senate-confirms-former-koch-crony-as-interior-departments-top-lawyer-2019-09-24/" target="_blank" rel="noopener noreferrer">said</a> last year that Jorjani "opened the floodgates to bird killing by the oil and gas industry and other campaign contributors of the Trump administration," and accused him of being "part of a pattern in which Interior is basically run by the Koch Foundation for the benefit of the Koch Foundation."</p><p>Earlier this year, a federal court <a href="https://www.commondreams.org/news/2020/08/12/major-victory-court-tosses-out-trump-interiors-gutting-century-old-protections" target="_blank" rel="noopener noreferrer">rejected</a> a 2017 Interior Department opinion authored by Jorjani seeking to loosen MBTA protections. Judge Valerie Caproni of the Southern District of New York wrote that Jorjani's interpretation of the law "runs counter to the purpose of the MBTA to protect migratory bird populations" and "is simply an unpersuasive interpretation of the MBTA's unambiguous prohibition on killing protected birds."</p><p>Environmentalists condemned the Trump administration's latest attempt to protect polluters and wildlife-killers from prosecution at the expense of avian lives. </p><p>"This is another step by the U.S. Fish and Wildlife to jam through a rule to cement an interpretation of the Migratory Bird Treaty Act that a federal court has already declared illegal," Defenders of Wildlife president and CEO Jamie Rappaport Clark <a href="https://www.washingtonpost.com/climate-environment/2020/11/27/migratory-bird-treaty-act/" target="_blank" rel="noopener noreferrer">said</a> in a statement. "At a time when North America has already lost three billion birds, the rule will further undercut our nation's ability to conserve birds so many people care about deeply."</p><p>Rappaport Clark was referring to a 2019 <a href="https://science.sciencemag.org/content/366/6461/120" target="_blank" rel="noopener noreferrer">study</a> published in the peer-reviewed journal <em>Science</em> that found since 1970 the continent has lost over 2.9 billion birds, or nearly 30% of its avian population.</p>
<span style="display:block;position:relative;padding-top:56.25%;" class="rm-shortcode" data-rm-shortcode-id="85647ea176c7aee6efa734714a5874eb"><iframe lazy-loadable="true" src="https://www.youtube.com/embed/cdzU84AyCdI?rel=0" width="100%" height="auto" frameborder="0" scrolling="no" style="position:absolute;top:0;left:0;width:100%;height:100%;"></iframe></span><p>According to a 2005 <a href="https://www.fs.fed.us/psw/publications/documents/psw_gtr191/psw_gtr191_1029-1042_erickson.pdf" target="_blank" rel="noopener noreferrer">study</a> published by the U.S. Department of Agriculture:</p><blockquote>From 500 million to possibly over 1 billion birds are killed annually in the United States due to anthropogenic sources including collisions with human-made structures such as vehicles, buildings and windows, power lines, communication towers, and wind turbines; electrocutions; oil spills and other contaminants; pesticides; cat predation; and commercial fishing by-catch.<br></blockquote><p>"Many of the deaths from these sources would be considered unlawful under federal laws such as the Endangered Species Act, Migratory Bird Treaty Act, and the Bald and Golden Eagle Protection Act," the study stated. </p><p>A <a href="https://www.commondreams.org/news/2020/09/16/ecological-disaster-massive-scale-hundreds-thousands-dead-migratory-birds-southwest" target="_blank" rel="noopener noreferrer">recent surge</a> in bird deaths in the U.S. Southwest has been attributed to a combination of human-caused climate factors including heatwaves and wildfires. </p><p>If there is a silver lining for bird lovers, it is that the incoming Biden administration will be able to reverse any Trump-era rule changes, although doing so could take years.</p><p>Eric Glitzenstein, litigation director at the Center for Biological Diversity, <a href="https://www.washingtonpost.com/climate-environment/2020/11/27/migratory-bird-treaty-act/" target="_blank" rel="noopener noreferrer">told</a> the Washington Post that the new rule "will inevitably meet the same fate as the illegal opinion on which it is based."</p><p><em>Reposted with permission from <a href="https://www.commondreams.org/news/2020/11/27/under-cover-thanksgiving-trump-administration-pushes-relax-rules-protecting-birds" target="_blank">Common Dreams</a>. </em></p>

<p>Meagan Knowlton is a sustainability manager at <a target="_blank" href="https://www.optoro.com/impact/environmental-impact/">Optoro</a>, a company that helps retailers process and resell returns. Optoro estimates that each year, returns in the U.S. create about 15 million metric tons of carbon dioxide emissions.</p><p>That's about the same amount of carbon pollution produced by 3 million cars during an entire year.</p><p>"And that's just from putting returns in trucks and moving them around, back from the consumers … and then on to their next homes," Knowlton says.</p>
<p>That home might be another customer. But sometimes retailers cannot resell returns at a profit and unsold items may end up in landfills.</p><p>"We estimate that at least 5 billion pounds of landfill waste are created every year in the U.S. from returns alone," Knowlton says.</p><p>To reduce that waste, Optoro helps retailers find new places to resell or donate returned merchandise.</p><p>Knowlton says consumers can help by considering the environmental costs of returns before they buy.</p>

Instead, farmers rely on natural substances and <a href="https://www.usda.gov/media/blog/2012/03/22/organic-101-what-usda-organic-label-means" rel="noopener noreferrer" target="_blank">mechanical, physical, or biologically based farming</a> techniques to cultivate healthy and organic crops.</p><p>Before the passage of the 2018 Farm Bill, no hemp-derived products could be dubbed as "certified organic" since the hemp plant and its extracts were still categorized as a Schedule I Controlled Substance. However, it's still difficult for CBD companies to obtain a USDA certified organic label for their products due to the legal grey area that still surrounds CBD extracts. </p><p>Because of these challenges, and due to the fact that industrial hemp has only recently become an agricultural crop, very few CBD oils are USDA certified organic. John Kerry helped bring the world into the Paris climate agreement and expanded America's reputation as a climate leader. That reputation is now in tatters, and President-elect Joe Biden is asking Kerry to rebuild it again – this time as U.S. climate envoy.
<p>It won't be easy, but Kerry's decades of experience and the international relationships he developed as a senator and secretary of state may give him a chance of making real progress, especially if that work is conducted in the spirit of mending relationships rather than "naming and shaming" other countries.</p><p>Over the past four years, the Trump administration pulled the U.S. <a href="https://theconversation.com/why-trumps-decision-to-leave-paris-accord-hurts-the-us-and-the-world-78707" target="_blank">out of the international Paris Agreement on climate change</a>, <a href="https://www.nytimes.com/interactive/2020/climate/trump-environment-rollbacks-list.html" target="_blank" rel="noopener noreferrer">rolled back</a> policies that were designed to cut greenhouse gas emissions, and <a href="https://www.reuters.com/article/us-g20-draft-climate/u-s-blocking-g20-mention-of-climate-change-in-draft-communique-diplomats-say-idUSKCN20G0JU" target="_blank" rel="noopener noreferrer">tried to prevent any discussion</a> of climate change at international gatherings like the G-7 and G-20 summits.</p><p>The international community, meanwhile, largely moved forward. Many countries and regions have pledged to move their economies toward "<a href="https://www.wri.org/blog/2019/09/what-does-net-zero-emissions-mean-6-common-questions-answered" target="_blank" rel="noopener noreferrer">net zero</a>" greenhouse gas emissions by the middle of the century, including <a href="https://theconversation.com/china-just-stunned-the-world-with-its-step-up-on-climate-action-and-the-implications-for-australia-may-be-huge-147268" target="_blank" rel="noopener noreferrer">China</a>, the <a href="https://ec.europa.eu/commission/presscorner/detail/en/ip_20_335" target="_blank" rel="noopener noreferrer">European Union</a>, <a href="https://www.reuters.com/article/us-southkora-environment-greenewdeal/south-koreas-moon-targets-carbon-neutrality-by-2050-idUSKBN27D1DU" target="_blank" rel="noopener noreferrer">South Korea</a> and <a href="https://news.un.org/en/story/2020/10/1076132" target="_blank" rel="noopener noreferrer">Japan</a>. An increasing number of cities and states have set <a href="https://www.climatechangenews.com/2020/09/17/countries-net-zero-climate-goal/" target="_blank" rel="noopener noreferrer">similar goals</a>. Trump's hard-line stance may have actually emboldened some, notably China, to make such announcements.</p>
<p>Getting those pledges implemented is what matters now, and that will require leadership, detailed planning and careful diplomacy. The U.N. climate conference in November 2021 will be special. It will be the first time countries will evaluate their progress on the Paris Agreement, and they will be expected to strengthen their commitments. Biden has already signaled that he will bring the U.S. back into the agreement as soon as he takes office.</p><p>As <a href="https://scholar.google.com/citations?user=sfI-c0YAAAAJ&hl=en" target="_blank">energy</a> <a href="https://scholar.google.com/citations?user=DAwwVkwAAAAJ&hl=en" target="_blank">policy</a> experts who have been involved in international climate policy for over two decades, we have watched how countries responded to U.S. involvement, and how their views of America's ability to lead the world dimmed over the past four years.</p><p>The U.S. is the <a href="https://www.c2es.org/content/international-emissions/" target="_blank">second largest greenhouse gas emitter worldwide</a> after China. It is also the largest emitter historically. Concrete domestic action to reduce those emission will be critical to regaining trust and standing on the global stage.</p>
Energy Is at the Center of the Climate Challenge
<p>The <a href="https://science2017.globalchange.gov/chapter/1/" target="_blank">effects of climate change</a> are already evident across the globe, from <a href="https://theconversation.com/100-degrees-in-siberia-5-ways-the-extreme-arctic-heat-wave-follows-a-disturbing-pattern-141442" target="_blank">extreme heat waves</a> to <a href="https://science2017.globalchange.gov/chapter/12/" target="_blank">sea level rise</a>. But while the challenge is daunting, there is hope. Solar and wind power have become the <a href="https://www.irena.org/publications/2020/Jun/Renewable-Power-Costs-in-2019" target="_blank">cheapest forms of power generation globally</a>, and technology progress and innovation continue apace to support a transition to clean energy.</p><p>In the U.S. under a Biden administration, long-term national climate legislation will depend on who controls the Senate, and that won't be clear until after two run-off elections in Georgia in January.</p><p>But there is no shortage of <a href="https://www.bloomberg.com/features/2020-biden-climate-change-advice/" target="_blank">ideas for ways Biden</a> could still take action even if his proposals are blocked in Congress. For example, he could use executive orders and direct government agencies to tighten regulations on greenhouse gas emissions; increase research and development in clean energy technologies; and empower states to exceed national standards, <a href="https://www.reuters.com/article/us-autos-emissions-california/defying-trump-california-locks-in-vehicle-emission-deals-with-major-automakers-idUSKCN25D2CH" target="_blank" rel="noopener noreferrer">as California did in the past with auto emission standards</a>. A focus on a just and equitable transition for communities and people affected by the decline of fossil fuels will also be key to creating a sustainable transition.</p><p>The U.S. position as the world's largest oil and gas producer and consumer creates political challenges for any administration. U.S. forays into European energy security are often treated with suspicion. Recently, France blocked <a href="https://www.wsj.com/articles/frances-engie-backs-out-of-u-s-lng-deal-11604435609" target="_blank">a multi-billion dollar contract</a> to buy U.S. liquefied natural gas because of concerns about limited emissions regulations in Texas.</p><p>Strengthening cooperation and partnerships with like-minded countries will be critical to bring about a transition to cleaner energy as well as sustainability in agriculture, forestry, water and other sectors of the global economy.</p>Creating a Global Sustainable Transition
<p>How the world recovers from COVID-19's economic damage could help drive a lasting shift in the global energy mix.</p><p>Nearly one-third of Europe's US$2 trillion economic relief package <a href="https://www.bloomberg.com/news/articles/2020-07-21/eu-approves-biggest-green-stimulus-in-history-with-572-billion-plan" target="_blank" rel="noopener noreferrer">involves investments that are also good for the climate</a>. The European Union is also strengthening its 2030 climate targets, though each country's energy and climate plans will be critical for successfully implementing them. The <a href="https://joebiden.com/clean-energy/" target="_blank" rel="noopener noreferrer">Biden plan</a> – including a $2 trillion commitment to developing sustainable energy and infrastructure – is aligned with a global energy transition, but its implementation is also uncertain.</p><p>Once Biden takes office, Kerry will be joining ongoing <a href="https://www.un.org/en/conferences/energy2021/about#:%7E:text=The%20overarching%20goal%20of%20the,2030%20Agenda%20for%20Sustainable%20Development.&text=Accelerate%20delivery%20of%20United%20Nations,related%20issues%20at%20all%20levels." target="_blank" rel="noopener noreferrer">high-level discussions on the energy transition</a> at the U.N. General Assembly and other gatherings of international leaders. With the U.S. no longer obstructing work on climate issues, the G-7 and G-20 have more potential for progress on energy and climate.</p><p>Lots of technical details still need to be worked out, including international trade frameworks and standards that can help countries lower greenhouse gas emissions enough to keep global warming in check. <a href="https://www.carbonpricingleadership.org/what" target="_blank" rel="noopener noreferrer">Carbon pricing</a> and <a href="https://www.csis.org/analysis/how-can-europe-get-carbon-border-adjustment-right" target="_blank" rel="noopener noreferrer">carbon border adjustment taxes</a>, which create incentive for companies to reduce emissions, may be part of it. A consistent and comprehensive set of national energy transition plans will also be needed.</p><p>The global shift to <a href="https://www.irena.org/publications/2019/Jan/A-New-World-The-Geopolitics-of-the-Energy-Transformation" target="_blank">clean energy will also have geopolitical implications for countries and regions</a>, and this will have a profound impact on wider international relations. Kerry, with his experience as secretary of state in the Obama administration, and Biden's plan to make the climate envoy position part of the National Security Council, may help mend these relations. As we approach the holidays I, like most people, have been reflecting on everything 2020 has given us (or taken away) while starting to look ahead to 2021.
<p>One thing I am particularly looking forward to is hearing more from experts and scientists so that we can usher in a new era of science-based policymaking. But before we get too excited about what those changes could be, there are some essential actions that the Biden administration must take to ensure that the scientists and their work will be protected over the next four years and beyond.</p><p>I am eager to put the past behind me, but I am also acutely aware that if we do not make the effort to learn from our history then we risk repeating it. So how can we close the gaps in our laws to ensure that industry cannot profit at the expense of public health or diminish our public lands? Two words: scientific integrity.</p><p>Scientific integrity refers to the professional culture, norms, and rules that underpin the production, communication, and use of scientific research. Now more than ever we need to establish scientific integrity policies and laws that prevent the suppression and distortion of scientific research, and prohibit retaliations against scientists. Without this we risk future abuse and manipulation of science and harm to the public good.</p>
We Need More Than Listening
<p>By now we have all become sadly accustomed to the current administration sidelining scientists, most prominently Dr. Anthony Fauci, because the facts they provide do not fit with the political rhetoric of the moment.</p><p>I have <a href="https://www.csldf.org/2019/08/22/csldf-helps-climate-scientist-maria-caffrey-fight-for-scientific-integrity/" target="_blank">my own history</a> of filing a scientific integrity complaint with the National Park Service (which falls under the Department of the Interior) after senior ranking employees attempted to censor one of my scientific reports. I know all too well the damage and pain that these actions cause, not just for the individual scientist, but also because these <a href="https://www.ucsusa.org/resources/attacks-on-science" target="_blank" rel="noopener noreferrer">attacks on science</a> over the last few years have undermined sound, evidence-based decision making.</p><p>President-elect Biden has repeatedly said that he will <a href="https://thehill.com/homenews/521638-trump-biden-will-listen-to-the-scientists-if-elected" target="_blank" rel="noopener noreferrer">listen to the scientists</a>. While this is certainly a welcome change, listening can only take us so far. This past week Lauren Kurtz from the <a href="https://www.csldf.org/" target="_blank" rel="noopener noreferrer">Climate Science Legal Defense Fund</a> and my colleague <a href="https://www.ucsusa.org/about/people/gretchen-goldman" target="_blank" rel="noopener noreferrer">Gretchen Goldman</a> published <a href="https://www.scientificamerican.com/article/ten-steps-that-can-restore-scientific-integrity-in-government/" target="_blank" rel="noopener noreferrer">an article</a> listing 10 actions the new administration should implement to show their commitment to strengthening government science:</p><ol><li>Clearly prohibit political interference and censorship.</li><li>Protect scientists' communication rights.</li><li>Acknowledge that attempts to violate scientific integrity, even if ultimately not fruitful, are still violations.</li><li>Protect federal scientists' right to provide information to Congress and other lawmakers.</li><li>Commit to incorporating the best science as part of agency decisions.</li><li>Elevate agency scientific integrity policies to have the full force of law.</li><li>Publicly release anonymized information about scientific integrity complaints and their resolutions at every agency.</li><li>Institute an intra-agency workforce, potentially under the White House <a href="https://www.ucsusa.org/sites/default/files/2020-09/strengthening-science-and-si-at-ostp.pdf" target="_blank" rel="noopener noreferrer">Office of Science and Technology Policy</a>, to coordinate scientific integrity efforts across agencies, foster discussion of policy improvements, and standardize criteria for policies across agencies.</li><li>Strengthen whistleblower protections.</li><li>Ensure that policies cover all actors who will be dealing with science.</li></ol><p>All of these recommendations have been reinforced by what we have learned during the Trump administration. They would ensure that no future administration could do things like <a href="https://www.ucsusa.org/resources/attacks-on-science/official-modified-reports-increase-doubt-climate-science" target="_blank">edit climate change reports</a> to include <a href="https://blog.ucsusa.org/maria-caffrey/science-denied-again-interior-department-adds-inaccurate-climate-change-info-to-reports" target="_blank">scientifically unsound language</a> questioning climate change, <a href="https://www.ucsusa.org/resources/attacks-on-science/doi-officials-suppress-oil-rig-safety-concerns" target="_blank">suppress oil</a> and <a href="https://www.ucsusa.org/resources/attacks-on-science/trump-administration-hides-oil-exploration-harms-polar-bears" target="_blank">gas safety</a> <a href="https://www.ucsusa.org/resources/attacks-on-science/scientists-concerns-oil-and-gas-operations-alaska-buried-trump" target="_blank">information</a>, <a href="https://www.ucsusa.org/resources/attacks-on-science/doi-restricts-scientists-attending-scientific-conferences" target="_blank">prevent scientists from discussing their work</a> in <a href="https://www.ucsusa.org/resources/attacks-on-science/communication-multiple-agencies-restricted-after-trump-takes-office" target="_blank">public forums</a>, or <a href="https://www.ucsusa.org/resources/attacks-on-science/doi-officials-bury-report-showing-hundreds-endangered-species-are" target="_blank">withhold vital</a> <a href="https://www.ucsusa.org/resources/attacks-on-science/endangered-species-threatened-arizona-due-politics-and-bad-science" target="_blank">scientific</a> <a href="https://www.ucsusa.org/resources/attacks-on-science/scientists-ignored-california-dam-project" target="_blank">information</a> that is required under other laws, such as the <a href="https://www.ucsusa.org/resources/attacks-on-science/doi-dismantled-endangered-species-act" target="_blank">Endangered Species Act</a>.</p><p>When it comes to changes at the Department of the Interior, the Union of Concerned Scientists has articulated <a href="https://www.ucsusa.org/sites/default/files/2020-08/doi-fact-sheet-roadmap-for-science.pdf" target="_blank">specific actions</a> that the Biden administration should implement if they want to ensure that government scientists are free to do their work without political interference. Scientists deserve the right of last review and the ability to comment publicly, they shouldn't have to fight for their publications to be published, and they should have a pathway to anonymously file a complaint if they think their rights have been breached.</p><p>I spent over a year staring at my finished climate change report on my National Park Service desk wondering why it was being delayed. I was later pressured to makes edits I did not agree with. When I fought back I was told that I could be removed as an author or have my work not published at all. Given my own experience, these suggestions to fix our current system are deeply personal to me because I have seen how Interior can work against scientists to silence them when their work is politically inconvenient.</p>
Time for Action
<p>I have spoken to many scientists, particularly federal scientists, who are eager to turn the page so they can hurry back to the work they had been doing before this administration, but I urge caution in assuming that things can be "normal" again.</p><p>Before Trump, I naively thought the scientific integrity policies established during the <a href="https://obamawhitehouse.archives.gov/blog/2016/12/19/scientific-integrity-policies-update" target="_blank">Obama administration</a> would be sufficient. I never imagined that any administration could so willfully ignore and attack expert advice and evidence that is intended to protect us and our public lands.</p><p>I have personally witnessed how hard our federal scientists work. They put in long hours with minimal pay (far less that what they could get if they worked in private industry) to pursue one simple goal: to make things better for the nation.</p><p>We need stronger scientific integrity policies to protect these people and their work. But more than that, we need stronger scientific integrity laws because they also benefit society.</p>

Environmental campaigners stressed the need for the incoming Biden White House to put in place permanent protections for Alaska's Bristol Bay after the Trump administration on Wednesday denied a permit for the proposed Pebble Mine that threatened "lasting harm to this phenomenally productive ecosystem" and death to the area's Indigenous culture.

<p>In its record of decision on the long-fought industrial gold and copper mining project, the U.S. Army Corps of Engineers cited "Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act," the <em>Anchorage Daily News</em> <a href="https://www.adn.com/alaska-news/2020/11/25/trump-administration-denies-permit-for-pebble-mine/" target="_blank">reported</a>.</p><p>"USACE determined that the applicant's plan for the discharge of fill material does not comply with Clean Water Act guidelines and concluded that the proposed project is contrary to the public interest."</p><p>The decision was hailed by a chorus of conservation groups. "Sometimes a project is so bad, so indefensible, that the politics fall to the wayside and we get the right decision," said SalmonState executive director Tim Bristol. "That is what happened today."</p><p>"The Pebble Mine was always the wrong mine in the wrong place," said Adam Kolton, executive director of Alaska Wilderness League. "The fact that President Trump resurrected and promoted it prior to the U.S. Army Corps of Engineers ultimately denying the permit isn't worth dwelling on," he said, referring to the president's <a href="https://www.commondreams.org/news/2019/08/10/gold-over-life-literally-how-trump-forced-reversal-mining-project-epa-scientists" target="_blank">intervention</a> in the matter.</p>
<p>"What matters today," Kolton continued, "is that the world's most productive salmon fisheries are safer and the tribes, fishermen, and communities that depend on a healthy Bristol Bay can breathe a sigh of relief."</p><p>World Wildlife Fund previously released a video explaining "why the proposed mine doesn't stand up to a fact check." The group described Bristol Bay as "the lifeblood that sustains every species calling the region home," including harbor seals, hundreds of bird species, and brown bear. The watershed is also critically important to tribes and the salmon upon which they've relied for millennium. Bristol Bay also hosts the planet's most productive salmon fishery.</p><p>With such impacts at stake, Marc Fink, a senior attorney at the Center for Biological Diversity, called the rejection "a huge victory for wild salmon, the Iliamna, lake seal, and other imperiled wildlife that call this spectacular place home."</p><p>The administration's rejection follows the September <a href="https://www.commondreams.org/news/2020/09/22/secretly-recorded-pebble-tapes-mining-execs-reveal-true-scope-200-year-project" target="_blank">release</a> of secret recordings between Tom Collier, CEO of Pebble Limited Partnership, and Ronald Thiessen, president and CEO of Northern Dynasty Minerals, which owns Pebble, that revealed the goal was not a 20-year project the 20-year operation publicly promised by the developers, but instead to create a project of "unstoppable" growth with a timeline of possibly 200 years. The executives instead were looking at "unstoppable" growth and a timeline of possibly 200 years.</p>
<p>The recordings elicited concern from the House Transportation Committee chair Peter DeFazio (D-Ore.) and Chair of the Subcommittee on Water Resources and Environment Grace F. Napolitano (D-Calif.), who <a href="https://transportation.house.gov/news/press-releases/tandi-chairs-press-pebble-limited-partnership-and-army-corps-for-records-after-secret-pebble-tapes-reveal-companys-contradictory-claims-about-the-mine-projects-size-and-duration" target="_blank">wrote</a> last week to Pebble Limited Partnership and the U.S. Army Corps of Engineers.</p><p>"From the private discussions revealed by the 'Pebble Tapes,' it seems as though Pebble was dealing with two sets of facts," wrote DeFazio and Napolitano,"one to lure potential investors to the Pebble project and one to alleviate fears of Alaskan Natives, the U.S. Congress, and federal agencies of potential adverse environmental impacts from the mine."</p><p>In his statement on Wednesday, Kolton added, "The credit for this victory belongs not to any politician but to Alaskans and Bristol Bay's Indigenous peoples, as well as to hunters, anglers, and wildlife enthusiasts from all across the country who spoke out in opposition to this dangerous and ill-conceived project. We can be thankful that their voices were heard, that science counted, and that people prevailed over short-term profiteering."</p><p>Bonnie Gestring, Northwest Program director at Earthworks, <a href="https://www.commondreams.org/newswire/2020/11/25/earthworks-statement-denial-pebble-mine" target="_blank">accused</a> Pebble of having "tried every trick in the book to push this project through, but the crystal clear science prevailed."</p>
<p>President-elect Joe Biden, for his part, has <a href="https://medium.com/@JoeBiden/statement-by-vice-president-joe-biden-on-bristol-bay-1a83d60a2986" target="_blank">promised</a> to reject the Pebble Mine.</p><p>Gestring urged the incoming administration to "take the next step and use the Clean Water Act to place permanent limits on mining in Bristol Bay to protect the salmon fishery and the communities that depend on it."</p><p>Her demand was echoed by Joel Reynolds, senior attorney with the Nature Program at the Natural Resources Defense Council (NRDC).</p><p>"The next step is for the Environmental Protection Agency to use section 404c of the Clean Water Act to permanently protect this national treasure from large scale mining for all time," <a href="https://www.commondreams.org/newswire/2020/11/25/major-reversal-trump-administration-denies-permit-pebble-" target="_blank">said</a> Reynolds.</p>

In the midst of a pandemic, sales of cleaning products have skyrocketed, and many feel a need to clean more often. Knowing what to look for when purchasing cleaning supplies can help prevent unwanted and dangerous toxics from entering your home.
<p>One of our recent articles, "<a href="https://www.ehn.org/cleaning-products-toxics-covid-19-2647681704.html" target="_blank">Disinfection dangers: How to avoid viruses without exposing yourself to toxics</a>," gives readers an in-depth look at cleaning and disinfecting in a safe manner.</p><p>Here, we're going to boil down exactly what to look for when you're faced with shelves upon shelves of cleaning products.</p>
1. Fragrance – Avoid It
<p>One of the fastest ways to narrow down your product options is immediately eliminating any product that promotes a fragrance, or parfum. That scent of "fresh breeze" or lemon might initially smell good, but the fragrance does not last. What does last? The concoction of various undisclosed and unregulated chemicals that created that fragrance.</p><p>Many fragrances contain phthalates, which are linked to many health risks including reproductive problems and cancer.</p>2. With Bleach? Do Without
<p>Going scent-free should have narrowed down your options substantially – now, check the front of the remaining packaging. Any that include ammonia or chlorine bleach ought to go, as these substances are irritating and corrosive to your body. While bleach is commonly known as a powerful disinfectant, there are safer alternatives that you can use in your home, such as sodium borate or hydrogen peroxide.</p><p>While you're at it, check if there are any warnings on the label – "flammable," "use in ventilated area," etc. – if the product is hazardous, that's a red flag and should be avoided.</p>3. Check the Back Label
<p>Flip to the back of the remaining contenders and check out that ingredient list. Less is more, here. Opt for a shorter ingredient list with words you recognize and/or can pronounce.</p><p>You may notice many products do not have ingredient lists – while this doesn't necessarily mean they contain toxic ingredients, transparency is key. Feel free to look up a list online, or stick to products that are open about their ingredients.</p>4. Ingredients to Avoid
<p>We already mentioned that cleaners containing fragrance or parfum, and bleach or ammonia should be avoided, but there are other ingredients to look out for as well.</p><ul><li>Quaternary ammonium "quats" – lung irritants that contribute to asthma and other breathing problems. Also linger on surfaces long after they've been cleaned.</li><li>Parabens – Known hormone disruptor; can contribute to ailments such as cancer</li><li>Triclosan – triclosan and other antibacterial chemicals are registered with the EPA as pesticides. Triclosan is a known hormone disruptor and can also impact your immune system.</li><li>Formaldehyde – Causes irritation of eyes, nose, and throat; studies suggest formaldehyde exposure is linked with certain varieties of cancer. Can be found in products or become a byproduct of chemical reactions in the air.</li></ul>Cleaning Products and Toxics: The Bottom Line
<p>Do your research. There are many cleaning products available, but taking these steps will drastically reduce your options and help keep your home toxic-free. Some brands such as <a href="https://www.ecowatch.com/impossible-burger-vs-beyond-burger-2645075556.html">Impossible Foods and Beyond Meat</a> work hard to appeal not only to vegetarians, but meat lovers too.</p><p>"The strategy has been to offer a product that's as close as possible in taste, texture, and price to the products that meat consumers are already eating," Dutkiewicz said.</p><p>Producing plant-based proteins generates much less carbon pollution than animal agriculture. A leading environmental advocacy group marked Native American Heritage Month on Wednesday by urging President-elect Joe Biden, Vice President-elect Kamala Kamala Harris, and the entire incoming administration "to honor Indigenous sovereignty and immediately halt the Keystone XL, Dakota Access, and Line 3 pipelines."
<p><span style="background-color: initial;">That call from 350.org U.S. communications director Thanu Yakupitiyage for Indigenous <a href="https://landback.org/" target="_blank">#LandBack</a> came just ahead of Thanksgiving in the U.S. and as the coronavirus pandemic continues to devastate communities across the country — with more than 12.7 million COVID-19 cases and over 261,000 deaths nationwide as of Wednesday afternoon.</span></p>
<p>"As we embark on a just recovery from the compound crises of climate disasters, racist police brutality, economic injustice, and Covid-19, we are in a pivotal moment of reckoning that requires us to ground in the history of the United States as a country built on stolen Indigenous land by stolen Black and African labor," Yakupitiyage said.</p><p>"As we act to stop state-sanctioned violence against Black and Brown communities," she continued, "we also acknowledge the decades and centuries of white supremacy, colonialism, and capitalism that continue to have devastating and genocidal impacts on the lives, livelihoods, and traditions of Native and Indigenous communities across the United States, North America, and around the world."</p><p>The activist drew attention to three controversial pipelines against which Indigenous people <a href="https://www.commondreams.org/news/2020/11/25/brutal-memories-standing-rock-stop-line-3-campaigners-wary-rule-barring" target="_blank">have led</a> the opposition, highlighting some of the destructive impacts that such projects have on Native communities and lands, in addition to the climate effects.</p><p>"Fossil fuel executives and racist climate criminals continue to assault treaty rights and Indigenous sovereignty, attempting to ram toxic and unnecessary pipelines like Keystone XL, Dakota Access, and Line 3 through sacred Indigenous land and waters, while perpetuating threats and violence against Indigenous womxn, girls, and two-spirit people," said Yakupitiyage.</p>

"Our leap toward a just recovery must start with honoring treaties with sovereign Indigenous nations and returning land back to Native peoples. The time is now for meaningful care and repair."</p><p>For months, 350.org has spearheaded global calls for a just recovery from the pandemic — <a href="https://www.commondreams.org/news/2020/04/30/ahead-may-day-500-groups-worldwide-demand-just-and-visionary-recovery-covid-19" target="_blank">demanding</a> that policymakers prioritize human health, provide economic relief directly to the people, help workers and communities rather than corporate executives, work to create resilience for future crises, and build solidarity across borders.</p><p>Yakupitiyage's comments centering Indigenous communities in relation to a just recovery come as Biden is facing calls from Native Americans and climate campaigners to consider appointing Rep. Deb Haaland (D-N.M.), a member of Pueblo of Laguna, as his interior secretary. Two years ago, she and Rep. Sharice Davids (D-Kan.) became the first two Native American women elected to Congress.</p>

Returning the ‘Three Sisters’ – Corn, Beans and Squash – to Native American Farms Nourishes People, Land and Cultures

Historians know that turkey and corn were part of the first Thanksgiving, when Wampanoag peoples shared a harvest meal with the pilgrims of Plymouth plantation in Massachusetts. And traditional Native American farming practices tell us that squash and beans likely were part of that 1621 dinner too.

For centuries before Europeans reached North America, many Native Americans grew these foods together in one plot, along with the less familiar sunflower. They called the plants sisters to reflect how they thrived when they were cultivated together.

Today
<a href="https://www.theguardian.com/us-news/2017/sep/04/native-americans-stories-california" rel="noopener noreferrer" target="_blank">three-quarters of Native Americans live off of reservations</a>, mainly in urban areas. And nationwide, many Native American communities <a href="https://civileats.com/2019/07/24/indigenous-food-security-is-dependent-on-food-sovereignty/" rel="noopener noreferrer" target="_blank">lack access to healthy food</a>. As a <a href="https://scholar.google.com/citations?user=yCZ-SMUAAAAJ&hl=en" rel="noopener noreferrer" target="_blank">scholar of Indigenous studies</a> focusing on Native relationships with the land, I began to wonder why Native farming practices had declined and what benefits could emerge from bringing them back.

<p>To answer these questions, I am working with <a href="https://www.agron.iastate.edu/people/marshall-mcdaniel" target="_blank" rel="noopener noreferrer">agronomist Marshall McDaniel</a>, <a href="https://www.hort.iastate.edu/directory/ajay-nair/" target="_blank" rel="noopener noreferrer">horticulturalist Ajay Nair</a>, <a href="https://www.globe.iastate.edu/staff/donna-winham/" target="_blank" rel="noopener noreferrer">nutritionist Donna Winham</a> and Native gardening projects in Iowa, Nebraska, Wisconsin and Minnesota. Our research project, "Reuniting the Three Sisters," explores what it means to be a responsible caretaker of the land from the perspective of peoples who have been balancing agricultural production with sustainability for hundreds of years.</p>

Abundant Harvests
<p>Historically, Native people throughout the Americas bred indigenous plant varieties specific to the growing conditions of their homelands. They selected seeds for many different traits, such as <a href="https://emergencemagazine.org/story/corn-tastes-better/" target="_blank" rel="noopener noreferrer">flavor, texture and color</a>.</p><p>Native growers knew that planting corn, beans, squash and sunflowers together produced mutual benefits. Corn stalks created a trellis for beans to climb, and beans' twining vines secured the corn in high winds. They also certainly observed that corn and bean plants growing together tended to be healthier than when raised separately. Today we know the reason: Bacteria living on bean plant roots pull nitrogen – an essential plant nutrient – from the air and <a href="http://www.tilthalliance.org/learn/resources-1/almanac/october/octobermngg" target="_blank" rel="noopener noreferrer">convert it to a form that both beans and corn can use</a>.</p><p>Squash plants contributed by shading the ground with their broad leaves, preventing weeds from growing and retaining water in the soil. Heritage squash varieties also had spines that discouraged deer and raccoons from visiting the garden for a snack. And sunflowers planted around the edges of the garden created a natural fence, protecting other plants from wind and animals and attracting pollinators.</p><p>Interplanting these agricultural sisters produced bountiful harvests that sustained large Native communities and <a href="http://dx.doi.org/10.1353/eam.2015.0016" target="_blank">spurred fruitful trade economies</a>. The first Europeans who reached the Americas were shocked at the abundant food crops they found. My research is exploring how, 200 years ago, Native American agriculturalists around the Great Lakes and along the Missouri and Red rivers fed fur traders with their diverse vegetable products.</p><div id="b473d" class="rm-shortcode" data-rm-shortcode-id="02bce33cbe23b74661e1a9279fef31bc"><blockquote class="instagram-media"

Displaced From the Land
<p>As Euro-Americans settled permanently on the most fertile North American lands and acquired seeds that Native growers had carefully bred, they imposed policies that <a href="https://doi.org/10.1086/ahr/87.2.550" target="_blank">made Native farming practices impossible</a>. In 1830 President Andrew Jackson signed the <a href="https://guides.loc.gov/indian-removal-act" target="_blank">Indian Removal Act</a>, which made it official U.S. policy to force Native peoples from their home locations, pushing them onto subpar lands.</p><p>On reservations, U.S. government officials discouraged Native women from cultivating anything larger than small garden plots and pressured Native men to practice Euro-American style monoculture. Allotment policies assigned small plots to nuclear families, further limiting Native Americans' access to land and preventing them from using communal farming practices.</p><p>Native children were forced to attend boarding schools, where they had no opportunity to <a href="https://doi.org/10.5749/jamerindieduc.57.1.0145" target="_blank">learn Native agriculture techniques or preservation and preparation of Indigenous foods</a>. Instead they were forced to eat Western foods, turning their palates away from their traditional preferences. Taken together, these policies <a href="https://kansaspress.ku.edu/978-0-7006-0802-7.html" target="_blank" rel="noopener noreferrer">almost entirely eradicated three sisters agriculture</a> from Native communities in the Midwest by the 1930s.</p><img lazy-loadable="true" src="https://assets.rebelmouse.io/eyJhbGciOiJIUzI1NiIsInR5cCI6IkpXVCJ9.eyJpbWFnZSI6Imh0dHBzOi8vYXNzZXRzLnJibC5tcy8yNDgyNzYyMi9vcmlnaW4ucG5nIiwiZXhwaXJlc19hdCI6MTY0NzM2MjkwOX0.kTWQ0TwFFU0ZF3yKNzQn9zq_ouX0TpVY2oZUE-XvPbM/img.png?width=980" id="a58aa" class="rm-shortcode" data-rm-shortcode-id="4d5f239c5d47ebaf3157af1fe8bb54ba" data-rm-shortcode-name="rebelmouse-image" />

Reviving Native Agriculture
<p>Today Native people all over the U.S. are working diligently to <a href="https://www.oupress.com/books/15107980/indigenous-food-sovereignty-in-the-united-sta" target="_blank" rel="noopener noreferrer">reclaim Indigenous varieties of corn, beans, squash, sunflowers and other crops</a>. This effort is important for many reasons.</p><p>Improving Native people's access to healthy, culturally appropriate foods will help lower rates of <a href="https://www.cdc.gov/vitalsigns/aian-diabetes/index.html" target="_blank">diabetes</a> and <a href="https://www.apa.org/pi/oema/resources/ethnicity-health/native-american/obesity" target="_blank">obesity</a>, which affect Native Americans at disproportionately high rates. Sharing traditional knowledge about agriculture is a way for elders to pass cultural information along to younger generations. Indigenous growing techniques also protect the lands that Native nations now inhabit, and can potentially benefit the wider ecosystems around them.</p><span style="display:block;position:relative;padding-top:56.25%;" class="rm-shortcode" data-rm-shortcode-id="82270cf0c87ca398f9818159ccc7e015"><iframe lazy-loadable="true" src="https://www.youtube.com/embed/IooHPLjXi2g?rel=0" width="100%" height="auto" frameborder="0" scrolling="no" style="position:absolute;top:0;left:0;width:100%;height:100%;"></iframe></span><p>But Native communities often lack access to resources such as farming equipment, soil testing, fertilizer and pest prevention techniques. This is what inspired Iowa State University's Three Sisters Gardening Project. We work collaboratively with Native farmers at <a href="https://gardenwarriorsgoodseeds.com/2015/01/19/tsyunhehkw-oneida-nation-wisconsin/" target="_blank" rel="noopener noreferrer">Tsyunhehkw</a>, a community agriculture program, and the <a href="https://www.wisconsinlife.org/story/the-lands-we-share-laura-manthe-the-oneida-white-corn-growers/" target="_blank" rel="noopener noreferrer">Ohelaku Corn Growers Co-Op</a> on the Oneida reservation in Wisconsin; the <a href="http://72.15.165.18/index.php/en/nebraska-indian-community-college/about-nicc-1" target="_blank" rel="noopener noreferrer">Nebraska Indian College</a>, which serves the Omaha and Santee Sioux in Nebraska; and <a href="https://dreamofwildhealth.org/" target="_blank" rel="noopener noreferrer">Dream of Wild Health</a>, a nonprofit organization that works to reconnect the Native American community in Minneapolis-St. Paul, Minnesota, with traditional Native plants and their culinary, medicinal and spiritual uses.</p><p>We are growing three sisters research plots at ISU's Horticulture Farm and in each of these communities. Our project also runs workshops on topics of interests to Native gardeners, encourages local soil health testing and grows rare seeds to <a href="https://doi.org/10.17953/aicrj.41.3.hill" target="_blank">rematriate them</a>, or return them to their home communities.<br></p><p>The monocropping industrial agricultural systems that produce much of the U.S. food supply <a href="https://theconversation.com/us-agriculture-needs-a-21st-century-new-deal-112757" target="_blank">harms the environment, rural communities and human health and safety in many ways</a>. By growing corn, beans and squash in research plots, we are helping to quantify how intercropping <a href="https://doi.org/10.14237/ebl.7.1.2016.721" target="_blank" rel="noopener noreferrer">benefits both plants and soil</a>.</p><p>By documenting <a href="https://doi.org/10.1080/19320248.2016.1227750" target="_blank" rel="noopener noreferrer">limited nutritional offerings at reservation grocery stores</a>, we are demonstrating the need for Indigenous gardens in Native communities. By interviewing Native growers and elders knowledgeable about foodways, we are illuminating how healing Indigenous gardening practices can be for Native communities and people – their bodies, minds and spirits.</p><p>Our Native collaborators are benefiting from the project through rematriation of rare seeds grown in ISU plots, workshops on topics they select and the new relationships they are building with Native gardeners across the Midwest. As researchers, we are learning about what it means to work collaboratively and to conduct research that respects protocols our Native collaborators value, such as treating seeds, plants and soil in a culturally appropriate manner. Climate Coalition Pressures Biden to Reject 'Corporate Shill' Ernest Moniz as Energy Chief

Amid reports that oil industry-friendly former Energy Secretary Ernest Moniz remains under consideration to return to his old post in the incoming Biden administration, a diverse coalition of environmental groups is mobilizing for an "all-out push" to keep Moniz away from the White House and demand a cabinet willing to boldly confront the corporations responsible for the climate emergency.
<p>On Tuesday night, climate campaigners <a href="https://twitter.com/greenpeaceusa/status/1331405987425685506" target="_blank">projected</a> onto the primary Department of Energy building messages urging President-elect Joe Biden to say "yes to a sustainable future" and no to Moniz, who currently serves on the board of the polluting utility giant Southern Company.</p>
<p>Following the demonstration, the coalition on Wednesday morning debuted <a href="https://nomoniz.org/" target="_blank">NoMoniz.org</a>, a website that warns the policies of Obama's former energy secretary "might be good for his friends in the coal, oil, and gas industries, but they're a death sentence for us and our planet."</p><p>"It's unacceptable that Ernest Moniz is being considered for a role in the Biden administration — his policies, his financial ties to fossil fuel companies, his contempt for youth climate activists, and his overall unwillingness to do what it takes to protect our future should disqualify him immediately," reads the site, which was launched by Oil Change U.S., Greenpeace USA, Sunrise Movement, the Climate Justice Alliance, Center for Biological Diversity, Friends of the Earth U.S., and dozens of other groups.</p>

In an interview months earlier, Moniz — a proponent of <a href="https://www.commondreams.org/news/2019/05/30/gas-loser-and-its-time-move-report-debunks-big-oil-myth-natural-gas-can-help-fight" target="_blank" rel="noopener noreferrer">natural gas</a> as a bridge to a clean energy future — <a href="https://www.theguardian.com/environment/2020/nov/23/joe-biden-fight-climate-crisis-ernest-moniz" target="_blank" rel="noopener noreferrer">denounced</a> what he described as "often completely unrealistic proposals for the pace at which we can decarbonize."</p><p>"With his deep ties to the fossil fuel industry and promotion of false solutions like carbon capture and sequestration, Ernest Moniz is not a forward-thinking choice for the cabinet," Anthony Rogers-Wright, policy coordinator for the Climate Justice Alliance, said in a statement Wednesday. "The Department of Energy must be led by someone open to concrete ideas for a fossil-free future, not continued dominance by a corrupt, heavily-subsidized industry whose existence hinges on maintaining an antiquated all-of-the-above strategy."</p><p>Janet Redman, climate campaign director at Greenpeace USA, warned that Moniz's fossil fuel connections "spell danger for the nation's efforts to mitigate the climate crisis" as atmospheric carbon dioxide <a href="https://www.commondreams.org/news/2020/11/23/no-time-lose-climate-action-atmospheric-co2-continued-rise-2020-despite-covid-19" target="_blank" rel="noopener noreferrer">continues to rise</a> in 2020 despite widespread coronavirus lockdowns.</p><p>"We need a true climate leader who understands that we must phase out fossil fuels, not a corporate shill with 'all of the above energy' policies who wants to prop up fracked gas and pipelines," said Redman. "The American people have given Joe Biden a mandate to take bold action in service of climate justice, public health, economic prosperity, and racial equity. Anger, anxiety, overwhelm … climate change can evoke intense feelings.
<p>"It's easy to feel dwarfed in the context of such a global systemic issue," says psychologist Renée Lertzman.<br/></p><p>She says that when people experience these feelings, they often shut down and push information away. So to encourage climate action, she advises not bombarding people with frightening facts.</p>

<p>"When we lead with information, we are actually unwittingly walking right into a situation that is set up to undermine our efforts," she says.<br></p><p>She says if you want to engage people on the topic, take a compassionate approach. Ask people what they know and want to learn. Then have a conversation.</p><p>This conversational approach may seem at odds with the urgency of the issue, but Lertzman says it can get results faster.</p><p>"When we take a compassion-based approach, we are actively disarming defenses so that people are actually more willing and able to respond and engage quicker," she says. Critically Endangered North Atlantic Right Whale Baby Found Dead in North Carolina

An extremely rare North Atlantic right whale calf was found dead off the North Carolina coast on Friday.
<p>The male calf was also the first documented birth this calving season, a development the National Oceanic and Atmospheric Administration (NOAA) called devastating.</p><p>"Each new right whale calf brings so much hope for this critically <a href="https://www.ecowatch.com/tag/endangered-species" target="_self">endangered species</a>, and losses like this have a substantial impact on their recovery," NOAA wrote in a <a href="https://www.fisheries.noaa.gov/feature-story/first-known-north-atlantic-right-whale-calf-season-washes-dead-north-carolina" target="_blank">press release</a>.</p><p>National Park Service workers discovered the <a href="https://www.ecowatch.com/tag/whales" target="_self">whale</a> on <a href="https://npplan.com/parks-by-state/north-carolina-national-parks/cape-lookout-national-seashore-park-at-a-glance/cape-lookout-national-seashore-the-islands/cape-lookout-national-seashore-north-core-banks/" rel="noopener noreferrer" target="_blank">North Core Banks</a>, the northernmost of three barrier islands that comprise the Cape Lookout National Seashore in North Carolina. On Saturday, a team of biologists came to conduct a necroscopy on the animal and take a DNA sample in order to determine its mother, Cape Lookout National Seashore explained on its <a href="https://www.facebook.com/CapeLookoutNPS/posts/3608024915884969" rel="noopener noreferrer" target="_blank">Facebook page</a>.</p><p>"Right Whales are critically endangered and are one of the rarest marine mammals," the seashore wrote.</p>

<p>The cause of death is not yet known, but NOAA said that there was no evidence human activity was a factor, <a href="https://edition.cnn.com/2020/11/23/us/rare-right-whale-washed-ashore-trnd/index.html" target="_blank">CNN reported</a>. Initial reports suggest the baby died either during birth or soon after.</p><p>The sad discovery comes little less than a month after a <a href="https://www.ecowatch.com/endangered-right-whale-population-2648532928.html" target="_self">grim NOAA report</a> found there are no more than 366 North Atlantic right whales left. The whales have been suffering from an "unusual mortality event" since 2017, NOAA said Monday. The agency has documented at least 32 deaths and 13 injuries during this event, more than 10 percent of the whales' remaining population. The leading causes of these deaths are vessel strikes and entanglements in <a href="https://www.ecowatch.com/tag/fishing" target="_self">fishing</a> gear.</p><p>The endangered whales also struggle to reproduce. Female whales give birth to only five or six calves per year, according to the Cape Lookout National Seashore. There are about 100 female whales left, CNN reported.</p>
<p>Female right whales usually reach maturity after 10 years and then give birth every three to five years. However, in recent years, the time between births has increased to six to 10 years. Scientists think that females are giving birth less often partly because of the stress of getting entangled in fishing gear. There have been just 22 births total during the past three calving seasons, about one-third of the previous annual average.</p><p>The right whale calving season extends from mid-November to mid-April. In winter, the whales migrate more than 1,000 miles from the waters of Canada and New England to warmer waters around South Carolina, Georgia and Florida's east coast, NOAA <a href="https://www.fisheries.noaa.gov/news/watching-migrating-right-whales-more-important-ever" target="_blank">said</a>. This is also where they give birth and nurse their young. NOAA urged boaters and fishers to watch out for the whales as their migration begins.</p>"NOAA is cautioning all boaters to be vigilant, slow down, and give these endangered whales plenty of room," NOAA wrote. "This will avoid accidental collisions and disturbing the whales as they migrate south. The agency is also asking fishermen to remove their unused gear from the <a href="https://www.ecowatch.com/tag/ocean" target="_self">ocean</a> to help avoid entanglements. Vertical lines with required markings, weak links, and breaking strengths are also required by law."
